No, Alpo, WBCQ is a licensed broadcaster transmitting from Maine in the
United States.  It is run by Allan Weiner, formerly quite well-known in
free radio, but this station is perfectly legal.  Its tests on 7415 have
been quite widely heard recently; they were using only partial power
during the tests, but if memory serves, they should be using their full
power of 50 kW by now.
