[HCDX]: New station on 11300?

I tried to listen this frequency quite much yesterday and haven't heard any
signals of UN's radio until now. I am wondering how this station could
began on this very used frequency? Or will it have some other frequency...?

More info of frequencies and schedules is wellcome!
