On August 22nd, on 6955kHz I heard a US pirate signing-off, mentioning the
"..Radio Network" and giving call-signs something like "W-LP, WPAP, WKPP
etc" mentioning "...operating on a Federally-allocated free radio frequency
of 6955kHz, owned and operated by the Federal Communications Commission in
Washington DC..." then offering a QSL card for reports to the Providence RI
mail-drop... any ideas who this may have been?
