[HCDX]: Radio's day

As every year on 21 Sept. is the day of the Radio worker in Chile. That's mean only
one station on FM and one on AM in each region transmit today with the id "red ARCHI
en el día del trabajador radial" (Archi = Chilean Radio Asociation).
