[HCDX]: DVB test broadcasts

Due to the confusion on the frequency for the last test broadcasts (they
took place on 15.725 kHz instead of the announced 13.840 kHz), we have
rescheduled the Test Broadcasts for the Democratic Voice of Burma (DVB)
via Palau as follows:

Wednesday, October 14th from 1300 to 1400 on 15725 kHz.
Thursday, October 15th from 1300 to 1400 on 15725 kHz.
Friday, October  16th from 1300 to 1400 on 13840 kHz
Saturday, October 17th from 1300 to 1400 on 13840 kHz.
