[HCDX]: RCN and CARACOL QSLs

I have heard 3 or 4 CARACOL stations on mediumwave over the last few
years.  All of them QSL'd promptly, except for the 810 Bogota outlet -
which took several followups.  However, 810 Bogota now seems to QSL more
regularly.

RCN stations have long been much better QSLers.  Most verifications seem
to come from the National headquarters in Bogota.  They have a very nice
folder QSL card.  The verification signer is Sr. Antonio Pardo García -
Director de Procucción y Programación.  I have verified around 10 RCN
medumwave stations quite easily this way.
