Sheldon, 

	This sounds like 1610 Indian Head, MD. Indian Head Division of the 
Naval Surface Warfare Center.  They have been active there for a 
while and runs both NOAA weather and announcements.  I have not seen 
call letters for them.  I assume that is because they are operated by 
the DoD.
