Larry, 

	It is hard to tell who this is without an exact location.  But here 
is my guess after a search of the FCC database.  If you have a chance 
give them a call and let us know what they say! 

	There are several transmitters licensed to the Commonwealth of 
Virginia in the Fairfax County area.  One of them, the only mobile is 
licensed to to operate on 1610 and 1620 and the other six, permanent 
are licensed to operate on 1620.  The mobile transmitter, of course, 
could pop up anywhere.  The call sign is not in the WTB data base 
yet, but the application file number is D110173.

	For the record, most TIS transmitters are built (or can be built) to 
receive and re-broadcast NOAA weather stations.  Many TIS operators 
will re-broadcast NOAA weather for testing when installing the 
transmitters or when they are not running their normal message.
