What about getting an old bicycle or an old exercycle?  That way you can
use the power of your legs.  You'd need an arrangement similar to a
fishing rod to
guide the wire through the little eyelets.  If you had some sort of setup
to make the near end of the rod move back and forth to allow the antenna
wire to wind more smoothly across the take-up reel, that would be nice,
too.

Of course, you'd still need someone pulling the wire in, or to make sure
it didn't loop and kink.
