[HCDX]: La Voz de La Fundacion

On 990424 at 0008 to 0030Z, I logged a station with a tentative ID "La Voz
de la Fundacion", in Spanish, with programming about the recent United
Nations human rights resolution condemning Cuba.  The signal strength was
good, and so was the signal strength of the bubble jammer on it.  It wasn't
Radio Marti - it was not parallel to the 6030 signal.

Help!
