I heard this as well in the last few weeks. I think it is the same
transmission that last year (at least during the wintermonths)  was active
on 3345 kHz. Apparently, this is a feeder transmitter, but I do not know the
location. It used to carry the "Mayak" program, but I do not know if this is
still the case.
By the way, the format is not USB, but DSB (both sidebands audible, but no
carrier)
