[HCDX]: MPEG and SW recs

Sorry if this mesage  is out of subject 

Does anyone  from you  used a  MPEG layer 3 program with  very low rates  such 
as 2.5 kHz of bandwidth and 8 kbps bitrate?(MPEG 2.5)  this  for at least to 
save  extremely big  amounts of HD space
