[HCDX]: SINP(FEM)O tech info

I m looking for the tech info describing the SINP(FEM)O  code not  the well 
known table  that  describes the code  but merely  the standard that determines 
on how  each term is derived by technical criteria 
As for example F stands as fading but  how F 2 is determined ?
