In 1993 I heard Radio Slavyanka on short wave 4975kHz and I
received QSL letter from them in the February of 1994.

They said "We began broadcasting on November 1, 1993 though the
radio station itself has been existing for a year now. We use not
only short wave but also medium ones. ... Actually we are the
official radiostation of Russian Defence Ministry."

The address written on the letter is
"Slavyanka" radiostation,
14, Marshal Shaposhnikov Street, K-160,
Moscow, 103160, RUSSIA

I do not know whether the above address is still valid or not.
