I mentioned this already briefly on the HCDX as I announced the publication of our DXpedition log. The mystery has been solved. The station is Radio Sud-Est, from the town of Slobozia. Contact information - has already verified - can be found on the LEM144 DXpedition log page (go to http://www.makelainen.com/dx and choose LEM144 Log).
