Oh yes it is. The document states quite clearly:

"It is planned, following evaluation of the responses to this consultation,
to invite in a further Communication the current users of radio applications
in the frequency range from 9 kHz to 30 MHz to present their views on the
introduction of PLC systems".

As a DXer or SWL, if you listen radio signals on shortwave, you are a "user"
of the spectrum. Furthermore, the document mentions that "the public" are to
be involved. Yes, the German bureaucrats would love it if nobody bothered to
register their concerns or objections. That would make their job easier, and
ensure that the interests of SWL's and DXers do not have to be taken into
account when calculating permitted field strengths etc.

Radio Netherlands' Head of Programme Distribution, Jan Willem Drexhage,
personally asked me this afternoon to give publicity to this. He urges
SWL's, and DXers to support the broadcasters in drawing the attention of the
German regulators to the concerns of the SWBC community. As a station which
does not specifically have Germany as a target, we could be forgiven for not
paying much attention to it. But what is permitted in Germany will surely
spread elsewhere. I've looked at a list of the companies involved in this
project and it's frightening to see how many big names - some of them,
ironically, suppliers of broadcasting equipment - are involved.
