test from 12:00-2:00 am EDT. WILM will play "unusual programming", 
sirens, and Morse code IDs. Allan Loudell, Program Manager of WILM, is 
preparing a special 25th anniversary yellow QSL card. Calls to the

  I tuned in this morning 1/28 at 1415 EST I found KZTU-660-Junction 
City OR // with 860-KPAM Portland with News Talk. It looks like the REL 
AC format has been dropped and Pamphlin is going ahead with his News 
Talk Network.

  KAVT-1680, 1/31. I just got an e mail from Paul Shinn, CE for KAVT-
1680 and the station is now up to full power. I have not heard it up 
here in Oregon today because of poor conditions.

  Acc. to the Russian DX-website "Victorcity", the unidentified Mayak 
transmitter which has been observed drifting around 1206 kHz during 
recent months is located in Nazran, the capital of Ingushetiya

  Some news of local interest: WCBW and WINU, both licensed to Highland, 
IL, are swapping frequencies.
  WINU moves from 880 back to it's original frequency of 1510, and 
becomes the St. Louis area's third all-sports radio station (after KFNS-
590 Wood River, IL and KFNS-FM 100.7 Troy, MO). Programming will come 
from The Sporting News Radio Network (formerly One-On-One Sports), whose 
parent company is based in Olivette, MO. WINU signed on it's orignal 
1510 spot in 1961. It is 1 kW, DA-D.
  WCBW moves from 1510 to 880, taking it's Christian Variety format with 
it. It is not known if some conservative talk shows will remain. WINU 
moved to 880 from 1510 in 1991. It is 1.75 kW day, 160 watts night, DA-
2.
  Both stations are owned by New Life Evangelistic Center, Inc. of St. 
Louis, MO; they own several non-commercial FMs, as well as the New Life 
Radio Network and two full-power TV stations: KNLC Channel 24 St. Louis, 
MO and KNLJ Channel 25 Jefferson City, MO.

  CKLG-730. I did not listen to the changeover, but it happened eff. end 
of the day (PST) 31/1.  I wondered if LG would do any kind of a tribute 
to its glory days as a great Top 40 outlet, but no.  It was music, some 
ads, some PSAs, and no live announcer the 4 or 5 times I checked in last 
night.
  By 0400 PST, they were "NW-2", "powered by CKNW" and "AM 7-30".  No 
sign of CJNW calls.  There was one good snafu - the newsreader finished 
her bit then signed over to another (bizniz?) reader.  She then took a 
phone call to a pal, but obviously did not know she was still on.  We 
got to hear 5 minutes of how-I-thought-the-signon-went, but with nothing 
TOO embarassing...

       song at 0435 EST 1/29 as " 12-20 CHSC" I haven't heard this since 
       the early 70s. They used to be QRM when KOFO-Ottawa, KS used to 
       test with 250w back in those days. CJOC was off by Midnight I 
       think, leaving the channel open. It is nice CJOC has moved to FM.

Caught my first Nova Scotia station from DC last night:

1000  CKBW  putting up a good fight against WMVP with country music,

  I heard a station that sounded like KIOV from Payette, ID on 1450. 
They were on at 0700 ET and played Tony Bennett's "I Want to be Around" 
then gave the ToH ID but it was in the crap and hard to hear then went 
into CBS news and then Neil Sedaka "Laughter in the Rain". GY stations 
don't do that and it was only there for about 8 minutes. If I log it it 
will definitely have to be a tentative.

  1/28. From 1715 to 1735 EST, I am hearing a station in French or 
Creole, on 1190 kc. The station is weak, only an S5, as most sunset 
stations are at this time. 
  Sounds like a call in talk show, outside of that I can't make out what 
they are talking about. WOWO is no where to be heard, it's a little 
early for station from the north.
  The new WRTH does not list a Canadian station for Quebec on this 
frequency.

  Anybody out West got a nice nearby local, or at least occasionally 
audible "Newstalk 1340" ?
  Heard 1/14 at 2259 and 2359, going in to ABC news.  All I could get 
out of the calls were QAS, UAS or UAF - can't even hear a "K."
  Heard promo for Rush Limbaugh at 9:30 (probably 9 - it's pretty 
garbled), and the statements "#1 in your home and in car radios" and "We 
give you comprehensive news..."  These promos run just before the top of 
the hour.  The reverb is slightly better than what we used to experience 
as kids talking through a garden hose.
  KWVR Enterprise, OR is an ABC affiliate, but do they take ratings in a 
one-station market?

  My first guess is KTCR in Kennewick, which is listed as an affiliate

  Last night (1/27), about midnight EST, I heard R&R Oldies on 1700 kHz, 
often even with and sometimes over KTBK.  Of course, during infrequent 
announcements, they faded.  Anyone have an idea of who this might be? 
KTBK puts a powerful signal into the Phoenix area and it's unusual for 
anyone to override them.

  1220. I heard a station running ESPN this morning at 0400 EST 2/1. At 
the TOH I heard an ID ".....Radio Station, Sports Radio 12-20......." I 
found three Sports stations on 1220, all are ESPN, There are: WKRS-
Waukegan IL, KGIR-Cape Girardeau MO, and WKNR-Cleveland, OH.. I was 
using the Eastern Beverage. Any ideas?  I have found just because 
someone is running low power, that doesn't mean the beverage wont pick 
it up. Thanks!

  Long Wave Transmitter plans rejected
  The proposed long wave radio transmitter for Bride has been rejected 
by the independent inspector, and the Council of Ministers has endorsed 
the decision.
  The report has been sent to the interested parties, and the 
inspector's conclusions state "the development is contrary to policies 
designed to minimise development within areas of high landscape value".
  It might have been possible to overrule these policies if the 
transmitter had been seen as having strategic importance" for the Isle 
of Man, but this was not perceived to be the case.
  The objectors to the scheme have expressed their delight at the 
rejection, and spokesman Nick Cussons says the Inspector obviously 
believed their evidence at the special enquiry last year:
  The Isle of Man International Broadcasting Authority says the news 
that the application has been rejected is a blow to their plans. However 
the company is refusing to give up on a project it has been trying to 
bring into being for 7 years at a cost of about a million pounds.
  Chief Executive Officer, Paul Rusling, says he is heartened by the 
Inspector at the special inquiry, dismissing suggestions of a health 
risk, and placed the emphasis for the rejection on the visual impact the 
antenna would have. Mr Rusling says there are other sites to be 
considered. even though he concededs they may be less effective in 
broadcasting terms.

  BRIDE TRANSMITTER PLANS REJECTED BY COUNCIL OF MINISTERS
  CONTROVERSIAL proposals for a long-wave radio transmitter at Bride 
have been rejected by the Council of Ministers. They have accepted the 
recommendation of planning inspector Roy Hawthorne that the application, 
by Isle of Man International Broadcasting, for a mast at Cranstal be 
turned down.
  The firm was seeking permission so it could take up a 10-year licence, 
awarded provisionally, to broadcast across Europe from the Island.
  In his report, Mr Hawthorne said the proposed development was contrary 
to policies designed to minimise development in areas of high landscape 
value.
  He said the 'national strategic need' to override such concerns was 
not demonstrated.
  However, possibly leaving the door open for an application for a 
transmitter on another site, he said concerns about any possible health 
risk from the development were not enough to justify refusing 
permission.
  Leading opponent Nick Cussons, of Bride, was delighted with the 
decision.
  He said: 'It's marvellous news and I totally agree with the 
inspector's reasons. This was a purely commercial operation, not a 
strategic need for the Isle of Man.'
  The decision now has to go before Tynwald.

  DICK WHITTINGHILL, Los Angeles radio personality
  LOS ANGELES- Veteran Los Angeles radio personality Dick Whittinghill, 
who held sway at KMPC with the popular "Did You Whittinghill This 
Morning?" show for nearly 30 years, died after complications from colon 
surgery.  He was 87.
  Mr. Whittinghill died Wednesday, hours after undergoing the surgery at 
St. Joseph's Medical Center in Burbank, his friend Don Ross said 
Thursday.
  Although best known for his radio career, Mr. Whittinghill also acted 
on television and sang with a number of bands.  He co-founded the 
popular vocal group the Pied Pipers in the 1930's, and it toured with 
the Tommy Dorsey Orchestra.
  He arrived at KMPC in 1950 after working for station KIEV and KGFJ, 
and remained there until his retirement in 1979.  During those years, 
his show was constantently among the top-rated programs in Los Angeles.
  The Montana native also appeared on television from time to time, 
including the shows "Dragnet" and "Perry Mason", and had a role in the 
movie "Jamboree".  He received a star on the Hollywood Walk of Fame in 
1978.

  TORONTO SUN COLUMN: FAREWELL MY OLD CHUM

  "Gonna drive past the Stop 'n' Shop with the radio on ... I got the AM 
... RADIO ON!" -- Jonathan Richman, Roadrunner 
  So it's official. Some as-yet-unannounced date around the vernal 
equinox will be known as the day the music died at 1050 CHUM -- a local 
institution that spent the last 15 years of its life playing the same 
songs it played in its first 15. 
  On that day a few months hence, songs will be replaced, as they have 
at AM stations across the continent, by people blabbing. In this case, 
it will be people blabbing about the ludicrous trades necessary to turn 
the Leafs/Jays/Raptors into a contender. 
  You'd think one station in town doing that -- The FAN 590 -- would be 
enough. But I guess you can never get too much of something nobody asked 
for. 
  With crystal-clear FM a longtime reality and digital radio looming, 
it's not hard to see why AM radio has come to be regarded as the 
discount outlet of broadcast. The signal fades in and out in tunnels. If 
you happen to be driving down Queen or King Sts., static from a 
streetcar two miles away makes the station produce a sound that cracks 
glass and makes your fillings fall out. And the AM signal is capable of 
turning the most expensive car sound system into the two-inch transistor 
radio of your childhood. 
  Which, from where I sit, is part of the charm. 
  At least it is for anyone who spent part of their youth fiddling with 
the dial to pull in WLS Chicago (easily available in Winnipeg) or, as I 
understand it, CKLW here. The big Top 40 station in The Peg, CFRW, put 
out poster-size charts weekly with which I plastered my room. 
  I am a CHUM listener, or I am when I can wrest control of the car 
radio. On the way to school, it's KISS 92, where I get my fill of Eminem 
and NSYNC. My wife's pre-set is CJRT, especially now that it's all-jazz. 
  On my own, I hit CHUM for some Guess Who or Byrds or Five Man 
Electrical Band, until they play that first Paul Anka record, at which 
time I try 1150 Hamilton for more of the same, until Bobby Curtola sends 
me screaming back to the FM band (where I might catch some R.E.M. on The 
Mix or Tragically Hip on Y-95). I am, according to the ratings, one of 
about a dozen people who hear Henny, Nancy and Doug crack each other up 
in the morning. 
  Well, at least The Bear's got somewhere to continue making his dubious 
NFL picks. 
  If I were interested in stations that don't shut up, there'd be a lot 
more keeping me on the band these days. There are, of course, two all-
talk outlets -- the august CFRB, where my old pal Ted Woloshyn has been 
in Wally Crouter's chair long enough to finally mould it to his 
contours, and the we'll-try-anything Talk 640, which gave us Dr. Laura 
and which is bringing back the whacked-out Art Bell and his UFO 
conspiracies in the wee hours. 
  There's all-news 680 and the aforementioned all-sports The Fan. Soon 
there'll be Team CHUM, which sounds less intimidating to the opposing 
teams if you consider that chum is a word for slimy, gooey fish guts. 
And no, nauseated is not the same as intimidated. 
  Which is not to say all is atonal on the AM. I notice the former CBC 
frequency 740 has been taken over by the music of your grandpa's life -- 
a weird mix of big band music, '50s sh-boom and the occasional '60s 
hootenanny-era folkie stuff. Station brass will be rubbing their hands 
thinking about all the living-will and funeral home ads that will be 
looking for a home after CHUM switches formats. 
  I suppose the thing about AM radio is you always know you're listening 
to the radio when you hear it -- whether it's the lo-fi or the endless 
babble. There will be aspects of it, the texture of it that will 
eventually be lost, even if AM saves itself by going digital. 
  The content, however, will adapt. Some years back, I eulogized the 
death of Top 40 when AM 640 went all-talk (with the same quote above 
from unheralded poet/songwriter Jonathan Richman). 
  That certainly was the "alternative" industry wisdom at the time -- 
pop, short for "popular," was unpopular. A few years later, KISS-92 
proved us all wrong as pop hits became a hot format again, courtesy of 
Britney, Christina and the Backstreeters. 
  Just not on AM.

  A controversial new service is providing professional callers for 
radio stations that feel ordinary phone-in listeners are not lively 
enough.
  Stations that use the professional callers rarely identify them as 
ringers - which is apparently part of the appeal of "Callers On Demand," 
one of several programming services offered by Manhattan-based United 
Stations, a syndication company partly owned by TV veteran Dick Clark.
  "Our army of 'live' callers are standing by to jumpstart your morning 
show," reads a pitch on the company's website (unitedstations.com). 
"Let's face it, most mornings, if the callers suck, you're out of luck. 
Why risk it?"
  Callers On Demand, which is targeted mainly to music-station DJs who 
take calls and do "phone bits" - but also available to all-talk stations 
- provides improvisational comedians and impersonators who "talk about 
hot topics, bring phone scams to life and generally act like real 
people.
  "They'll be the dream listeners you really deserve, but so rarely 
get," the website promises stations.
  The rise of services that provide ready-made callers is part of a 
growing trend in the media to spice up "reality" programming with 
seasoned pros.
  One of the cast members of "Survivor" which debuted last night is a TV 
chef. Another is a Hollywood actress, albeit a bit player.
  United Stations programming VP Andy Denemark says a "couple of dozen" 
stations have signed up for Callers On Demand - though none yet in New 
York City.
  "There's nothing malicious about this. It's true comedic entertainment 
- not like a doctor recommending a treatment or something," Denemark 
told The Post.
  "I think it's pretty clear that it's satire," said Denemark. "Irene 
Ryan wasn't really a grandma from the hills [on TV's 'The Beverly 
Hillbillies']."
  No money actually changes hands. Instead, stations trade unused 
commercial time, which United Stations can later sell to its own list of 
advertisers.
  In exchange, Denemark says, stations take their pick from "our 
performers on call - [like] a trailer park girl, a Chinese delivery guy, 
a 7-11 guy, people who do accents.
  "If you want to call the local 7-11 guy about the Super Bowl, you 
can't just do it randomly," he says. "We have one person who does a 
brilliant five-year-old girl who calls stations and . . . tells dirty 
jokes she supposedly heard from her father."
  "This is unbelievable," says Jack Swanson, programmer of San 
Francisco's top-rated talkers KGO and KSFO. "If radio starts hiring fake 
callers to spice up their shows, why not start making up news stories on 
slow news days?"
  "It's one thing to do some kind of [obviously put-on] comedy, like a 
'Bill Clinton' call-in," said David Bernstein, program director of New 
York's WOR/710 AM, "but we do legitimate calls from legitimate listeners 
and wouldn't want listeners to wonder if a caller was real or not."
  A half-dozen other radio programmers echoed similar sentiments, and 
WABC/770 AM talk show host Lynn Samuels complained that staged phone 
calls are "deceptive to the listeners . . . and an out for lazy and 
untalented hosts."
  Denemark expects more stations to sign up for Callers On Demand, 
adding, "We're proud that we see a need and are able to staff up and 
provide for it."

  The North Otago Branch of the New Zealand Radio DX League is hosting 
another convention.
  All DXers are invited to join us at Camp Iona, near Oamaru, from 
Friday the 1st of February till Monday the 4th (three nights). 
Participants in the past have joined us from Australia, Japan, Finland 
and Denmark.
  At the suggestion of participants during the 1998 Convention, and 
depending on interest, we are also holding a three night DXpedition at 
the camp on 29th, 30th and 31st of January before the convention proper.

IRCA Mexican Log, 6th Edition
The IRCA MEXICAN LOG lists all AM stations in Mexico by frequency, 
including call letters, state, city, day/night power, slogans, schedule 
in UTC/GMT, formats, networks and notes. The call letter index gives 
call, frequency, city and state. The city index (listed by state, then 
city) includes frequency, call and day/night power. The log has been 
completely updated from the 1998 edition and carefully cross-checked by 
several IRCA members. This is an indispensable reference for anyone who 
hears Mexican radio stations. Size is 8 1/2" x 11" and three hole 
punched
