I good resource for you would be Mark Mohrman's excellent, up-to-date page
on the Latin American stations
that are active (showing the most recent loggings of a station over the
past year)

I keep a copy automatically converted with a PERL script to run in the
ERGO3 control software so that I can find stations very quickly....I will refer
to the last copy I have from late January:
It does list R S..Solano on 4750.1 and does note that this has been heard
recently(January 01).
0600-1130/2240-0331* (where * was a noted signon or signoff) and that
it varies (.05-.16) in frequency
So there is a better than average chance that you were indeed listening to
this station. (based upon program content, frequency, etc you've got a
tentative. if you had a better hit on the frequency and more details you
would likely have a presumed; you'll have to make the call based upon what you
heard). If your SSB mode was switchable between LSB and USB?, and it was better
in USB, it more than likely indicates the carrier was higher than your
selected frequency --- then next time try tuning up just a bit if your receiver
has the capability of tuning in 100 or 10 hz increments.
