[HCDX] KAVT IDs

According to Paul Shinn, CE for KAVT-Fresno CA. The IDs are dones every
hour, but not at the TOH. Right now a DJ drops a cart in when he can,
and it can be anywhere from a few minutes before to a few minutes after.
When the automation is set up, IDs will be done with the programming as
other Radio Disney stations.
