[HCDX] "Ref Link"

Just listening to BBC5 Live, where the commentator mentioned that the crowd
at a Rugby international at Twickenham can avail themselves of "ref link".
He described it as a "shortwave radio transmitter system" (sic) which can be
picked up on receivers that can be hired for 5 pounds. Then they can hear
what the referee is saying to the players. I assume that it's actually a VHF
or UHF service, but does anyone in the UK know what frequencies/powers these
things use? I've heard of people DXing garage door openers, but it's the
first time I've come across Ref Link.
