[HCDX] 3945 khz

hallo all,
I am listening since 1650UTC to 3945 khz.
I suppose it is Iran, but I am not sure, because the language
doesn't sound like Farsi. Program is not parallel to 15084.
Underneath, I think I hear All India Radio.
can somebody confirm this is Iran? 
( I heard at the beginning
of the Ramadan on this same frequency Iran at 2245UTC)
