[HCDX] China 4750 already at 2000 UTC

Hi,

on 14 DEC I heard a Chinese station on 4750 kHz relaying CNR-1 already at
2020 UTC (tune-in).

Qinghai PBS starts at 2220 UTC and Hulun Buir should start at 2200 as
reported.
