This is going on since many years now and I have heard it here in Germany on 
other days too, not just on sundays. I suspect it is meant for disabled people 
who cannot go to church and/or who cannot hear good. We had a similar system 
here in Germany during the 1970s, using 27 MHz channels. This would make it 
Utility, not broadcast.

I suspect it would be kind of difficult to QSL them ;-)
