Thank you for the input I received from several of you.
It never occurred to me this could be a TIS on the
Pennsylvania highways! I've traveled thru the state
severals time and have even tuned to the TIS
to check construction and road conditions !!!
I never heard NOAA weather on one but it certainly
does make sense.
