Most likely it's the Access Radio station in Southall, Middlesex, England (ie West London).

They started testing on 12 March 2002, and launched on 10 May 2002. Power is 70 Watts erp from a sloping wire aerial.

Very exotic (to my ears!) music played and ID-ing like "... AM". Many commercials and // BBC (Radio Kent) with "for South and East of England" make me think that is something new or maybe even an old Dutch station. Can anybody tell?
