1931 UTC at the IBB RMS posts in Helsinki, Kiev & Moscow. Go to:  
www.ibb.gov - monitoring - RMS - Europe/FSU - Washington server - 
Broadcaster TDP + Languages ALL + Locations ALL + Dates ALL - 1386.
