Yes 4895 kHz is indeed Mongol Radio(Domestic Sc) .
I heard it a few days ago around the same time using my SONY ICF 7600D rec. and the s/on tune was the same as that of Voice of Mongolia (External service).Not heard 4830 kHz yet.
BTW does any one have the current schedule of VOM as it is inaudible here these days.
