You are right.
Actually, the first country that started jamming was Italy.
This happened during the Mussolini fascist regime 1922-1945.
When Mussolini took power in Italy all leftist and liberal parties 
and trade-unions were banned.  The leaders of the Italian Communist 
Party were in exile in Moscow.  They started radio broadcasts
over Radio Moscow in Italian - the most famous figure was
Palmiro Togliatti.  Mussolini answered by starting jamming 
against these radio transmissions.
