[HCDX] Radio Yura? on 4716.73

HI at 1000 gmt ,I am hearing a very weak but audible signal on this frequency. 
Male is speaking Spanish and playing what sounds like Andean type flute music.
I had to tune around a bit in USB to get it in good.I was wondering if
anyone else has heard this particular station. I don't seem to hear too
many Bolivians here .
