[HCDX] R Taiwan Int. frequency change

Frequency changes for listeners in Europe and S.E.Asia.

As part of our new winter schedule, our regularly scheduled broadcast
to Europe from 2200 to 2300 will now be broadcast on 9355 kHz (32.06 meter
band).

In addition, beginning on November 8, our regularly scheduled programs
to Southeast Asia from 1100 to 1200 UTC can be heard on 7445 kHz (40.29
meter band).
