[HCDX] Russian CB??

                         Hello,
Last night ,Jan.-5th-2006 at 23.30 UTC between 3000 and 3250 kHz in AM-mode there were a lot of Russian (cb-like) stations talking,wich remembers me on old days-CB on AM-27MHz.
Do you know what this is,a new (illegal) part of the band for Russians??
