[HCDX] Chinese brodcast station

Heard on 14310 KHz (out of broadcast band) a Chinese (?) language AM mode
broadcast station. Talk in Chinese and playing Spanish music

(now there is a good combination!). Anyone know if CRI is playing out of
band or is could this be a Amateur Radio Pirate just trying to mess up the
band? 

The broadcast was in the 1400 UTC Time slot. Signal strength was around S-7
on the old S meter.
