[HCDX]: 31.46 mhz WGN209

Just before 14.30 UTC I heard today the US foresty frequency 31.46 Mhz. I
heard the weather info ending with the callsign sounding like WGN 209. I'm
not sure if I understoond the callsign correct.
Can somebody help me to identify this station. Also a postaladress would be
nice.
