[HCDX]: 6550U RCI etc.

When I was looking R Voice of Lebanon on 6550 kHz at 1650, the only thing I
heard was R Canada Int. in English on USB only. Is this a feeding
transmission from Sackville?  And R Voice of Lebanon seems to be inactive?
