I read this item with interest. No doubt this sounds a little bit strange.
But I would still have another suggestion for you Dan. Instead of getting
into contact with lawyers etc., next time this happen to you, just send
this "superior" DXer a tape of what you have heard and kindly ask him if he
is of the same opinion about this station. Then he might have to rethink
his actions but most probably you will get a new friend which might be of
good use sometimes when really needed. I think after all it is some kind of
misunderstanding. If he really is interesting in DXing, and so I think all
experienced DXers are, he will act in a positive way.
Also to copy items without stating the source. I think it's on one side a
technical problem, news items are floating around through the small
DX-magazines and it is impossible to state all the sources and via sources
etc. But it is harmful to a DXer finding out new items, not to give him the
credits... and bad for the hobby, because he could stop to deliver all the
valuable news. Think about it this way... if you credit a DXer for the
special news item he will most probably notice this and he will make new
efforts to deliver the next item, and the next and... This is good for the
hobby. 
It is hell of a job to get the news items directly from the source, but
maybe this Harc-Core DX is just what we have been waiting for. It's a
"magazine" free of charge and if all the news come up here I think it will
be easier for all the DX-organisations running the magazines to follow the
situation better and just credit the right person, e.g. Dillon Allegator
via Hard Core DX. The other problem would then be, can we rely on all the
information coming up by more or less unknown persons on internet? I
believe yes, since it will be quite easy to check the details worldwide
once published. I think that the future will show us more information
through internet and the traditional DX-magazines will still exist, but a
monthly DX-magazine will within 2-3 years time go down to a bimonthly or
quarteryear based magazine. All the fast news via internet.
