Hi everyone:

I decided to phone the India consulate about return postage. According
to them AIR should answer all reports with or without return postage.
According to them no money should ever be enclosed. 
I wonder if IRCs are good there? A small gift enclosed should be
helpfull too I would think. The cosulate also told me that register all
mail to India.
