Mauno, what you heard was almost certainly the Afghan provincial station
Balkh Radio, broadcasting from Mazr-e Sharif. Balkh would sound very similar
to the word "Balg" which you heard. 

The BBCM database lists it on 1584 kHz at 0130-0330 and 1330-1530 UTC daily

An UNID station is heard with good signal in the afternoon. The language
could well be Pushtu (at least not Farsi). It is in many cases as strong as
Iran on the same fq. At 1430 I heard an identification, but couldn't get
much out of it. It was something like: "Afghanistan balg ... (a few words)
... Radio". How does R Afghanistan identify nowadays? Maybe a drift from
1600 kHz? Or a clandestine?
