Hi Karel,
I am absolutely sure of what I heard on 1206 kHz many days in February 2000. 
I have heard them many times on shortwave and feel like knowing them pretty 
well. This is the infor I got:

Clandestine:
1206 (new frequency) Voice of the People of Kurdistan Radio said in a 
QSL-letter that the programs are broadcast from the city of Suleimaniyah in 
the Northern non fly zone of Iraq. (BEFF)
