I guess it is clandestine station Echo of Hope broadcasting from Kyonggi-do,
South Korea, targeting North Korea.
I heard it daily in Finland during Xmas season. Badly jammed and not ID
heard (in fact I thought it to be Vietnamese local), but since it is logged
here frequently since last autumn ... Should be // 3985 (not cehecked).
