If I remember correctly, the idea about Belorussian
Army's involvement with this project was a wild guess
coming from a DXer in Germany.  In reality we don't
even know for sure if these transmitters are located
in Belorussia.  For all what w know, we might as well
consider this to be a CIA's project run out of Poland
or Lithuania.  Maybe they use the stations to transmit
some code words for Belorussian "opposition".  Or
employ them as "black clandestines" with some
anti-Lukashenko reports insearted from time to time
into regular programming.  I mean, who knows?
