Hannu, I am not saying this is Ondas de la Montana,
but their phone number (in 1995) was 4 92 05 12, and
any additional lines would probably start by 4 92, as
well. In Cali phone numbers the initial two digits are
identical, so R Melodia does not seem to be a match. I
would need some more data, perhaps a short audio clip
in order to establish the origin. People from
Medellin, 'paisas' as they are called, have particular
speech patterns which are easily recognizable. The
time and date are consistent with Colombia. Over the
years (from 1960 onwards, and always from my previous
QTH at approx. 64 degrees North) I have logged dozens
of Colombians this time of the day, or even later, all
coming in out of nowhere. At night, @0300/0400, the
band would be idle, and at 0700 there would be a
gorgeous opening towards Colombia, or even Ecuador.
