That's the interval signal of Radio Botswana.  Some years back, there was a neat article in the ODXA's bulletin, I think, where one of their editors found himself talking to someone who used to work for Radio Botswana who was now in Canada.  The conversation made its way around to the IS, and the gentleman from Botswana let it slip that he was in the studio when the IS was recorded.  Turned out he was the cow.
