Can't you put them up about 6-8 ft and still obtain the "beverage" feature?
 I tried this several times on other folks property where kids ran and
played, and the antennas at 8 feet worked still good at least for
shortwave.   Incidentally I have visited your area in one of those "60-80
kt winds" and you aren't exaggerating!!!!
